Researchers and specialists of the Institute of Nuclear Problems of the Belarusian State University, Belarusian State University of Informatics and Radio Electronics, Physical-Technical Institute, and the Research and Production Center for Material Science of the National Academy of Sciences of Belarus in collaboration with JINR physicists have developed, produced, and tested at the liquid helium temperature of 4.2 K, three pilot elliptical superconducting niobium cavities at a frequency of 1.3 GHz for accelerators of electrons and positrons. Analysis is given to advantages and drawbacks of methods for measuring laser beam center coordinates and determining a range and amount of linear beam displacements using a quadrant photoreceiver, CCD matrix, and dividing plates. It is shown that the quadrant photoreceiver method and the dividing plate method are most sensitive to displacements of a single-mode laser beam. [...]

The Earth surface inclinations recorded by the Precision Laser Inclinometer have been transformed to vertical oscillations using a specifically developed method. A method to calculate the space displacement of collider beams focuses is proposed to evaluate the effects of the surface waves propagation, taking into account: the length of the region of the beam focusing for collisions, the seismic wave frequency and the wave speed dependence on the frequency. Earth surface movements, like earthquakes or industrial noise, can induce a degradation of particle accelerator instantaneous luminosity or even sudden beam losses. This report introduces the HL-LHC project and discusses the importance of monitoring the effects of earthquakes on the present LHC beam orbit and luminosity using a novel instrument, the Precision Laser Inclinometer (PLI).
